Abstract: Primarily consists of letters received by Kansas Governor Walter Roscoe Stubbs, but there may also be proclamations & petitions, reports, copies of letters sent, and other types of documents. Some proclamations may have also been interfiled with other items received relating to the subjects of the proclamations. The materials have been divided into four sub-series: a subject file; general correspondence; state departments; and applications, recommendations, & endorsements. These files include materials of general interest and concern to the Governor as well as application and endorsement materials for local and state appointments of public officials. Documents that may have been addressed to Governor Stubbs but dated or pertaining to the time period after his term expired in 1913 may be filed with the records of his successor, Governor George H. Hodges.

This series of correspondence from the Governor Walter Roscoe Stubbs administration primarily consists of letters received by Governor Stubbs, but there may also be proclamations and petitions, reports, copies of letters sent, and other types of documents. Some proclamations may have also been interfiled with other items received relating to the subjects of the proclamations. The materials have been divided into four sub-series: a Subject File; General Correspondence; Correspondence Relating to State Departments; and Applications, Recommendations, and Endorsements. These files include materials of general interest and concern to the Governor as well as application and endorsement materials for local and state appointments of public officials. General Correspondence consists of letters received that may have been filed here because there was not an appropriate place for them in the Subject Files; State Departments; or Applications, Recommendations, and Endorsements sub-series.

Letters from or relating to State departments consist of letters from or relating to State offices. Some of the letters relate to personnel, vacancies, resignations, and appointments, but most pertain to the operation of individual State agencies. The letters request the Governor to take specific actions, ask his approval, send him information, ask him questions, tell of events, provide legal opinions, forward other letters and petitions, confirm or acknowledge gubernatorial actions, and request the Governor’s presence. Larger quantities of correspondence relating to State agencies include the State accountant, the attorney general, the Board of Control of State Charitable Institutions, the Executive Dept., the Grain Inspection Dept., the mine inspector, the Penitentiary, the School Textbook Commission, the Soldiers Home, the Tax Commission, and the University of Kansas (Lawrence).

Letters of application, recommendation, and endorsement concerning vacancies in state positions focus mainly on fish-and-game wardens, the Industrial Reformatory in Hutchinson, courts & judges, the Penitentiary, the Board of Pharmacy, the School Textbook Commission, the Soldiers Home, and the Tax Commission.
