Scope and content:

Primarily consists of letters received by Governor Edward Wallis Hoch, but there may also be proclamations and petitions, reports, copies of letters sent, and other types of documents. Some proclamations may have also been interfiled with other items received relating to the subjects of the proclamations. The materials have been further divided into five sub-series: a General File; a State Departments File, mostly concerned with the operations of State agencies; a Subject File, including materials of general interest and concern to the Governor by topic; an Applications, Recommendations, and Endorsements file for appointments of State and local public officials; and a file of Petitions from Citizens of Kansas City in Regard to Racial Segregation in the Schools.

The General File, 1905–1909, sub-series one, consisting of Box one, folders one to six, consists of letters received relating to positions, recommendations, and vacancies; Governor Hoch's addresses; State contracts; the extension of State jurisdiction to former Indian reservations; the judiciary and judicial procedure; legislation; requests for information, publications, or action; politics; services and goods offered for sale; taxation; transportation; public lands; federal agencies; and interstate co-operation. Letters may have been filed here because there was not an appropriate place for them in the State Departments or Subject Files sub-series, described below.

Letters from or relating to State agencies, 1905-1908, are in boxes one through three, the State Departments File. It consists of letters from or relating to State offices. Some of the letters relate to personnel, vacancies, resignations, and appointments, but most pertain to the operation of individual State agencies. The letters request the Governor to take specific actions, ask his approval, send him information, ask him questions, tell of events, provide legal opinions, forward other letters and petitions, confirm or acknowledge gubernatorial actions, and request the Governor’s presence. Major topics include special investigations at the behest of the Governor and the State Penitentiary at Lansing

The Subject File, 1905-1909, contains a wide variety of topics, major ones being the battleship Kansas, relief sent to California after the 1906 earthquake there, cities and towns, claims, fairs, counties, crime and criminals, legislation, miscellaneous topics, oil, proclamations, Prohibition, and railroads.

The Applications, Recommendations, and Endorsements file, 1904-1908, pertains to vacancies in State positions. Major offices include members of boards overseeing charitable institutions and charities and corrections, District Court judges, the grain inspector, miscellaneous positions, positions at normal schools, penitentiary jobs, positions at the Industrial Reformatory in Hutchinson, the oil inspector, United States senator, and Soldiers Home positions. Some letters precede Governor Hoch's administration.

The final sub-series, Petitions from Citizens of Kansas City in Regard to Racial Segregation in the Schools, 1905-1909, consists of the actual petitions submitted to the Governor in response to efforts to legislate school segregation in that city in response to a racial incident. Also included are letters and telegrams on the subject, some requesting that he approve or veto specific legislative bills.
