Scope and Content

Scope and content: The letters and proclamations are organized into three sub-series: (1) State Departments File, (2) Subject Files, and (3) Personal and Political File sub-series. The Personal and Political File is subdivided into Invitations by Communities; Applications for State Positions; General Correspondence, both chronological and numerical; and Miscellaneous Correspondence sub-sub-series.

The Subject Files, Boxes 6 through 15, consists of files containing letters received that include State departmental personnel, vacancies, resignations and appointments. However, most pertain to the operation of individual State agencies. The letters request the Governor to take specific actions, ask his approval, send him information, ask him questions, tell of events, provide legal opinions, forward other letters and petitions, confirm or acknowledge gubernatorial actions, and request the Governor’s presence. The sub-series Personal and Political Files contains numbered and chronological/alphabetical general correspondence files, invitations by communities, applications for State positions, and miscellaneous correspondence.

The applications for State positions include commissioners of deeds, the labor commissioner, Police Court judges, among others. Subject Files topics include fairs and expositions, conservation, legislation, irrigation, justices of the peace, labor, livestock, the military, proclamations, Prohibition, railroads, and relief. Files pertaining to crime and criminals contain requisitions by Kansas, requisitions on Kansas, and information about rewards.

Some proclamations may have also been interfiled with other items received relating to the subjects of the proclamations. Documents that may have been addressed to Governor Hodges but dated or pertaining to the time period after his term expired in 1915 may be filed with the records of his successor, Governor Arthur Capper.
