Abstract: This collection contains J. C. Ruppenthal's correspondence reflecting his legal, political and personal interests. There is a diary dated 1881 to 1888. Court records--especially case papers, some with Judge Ruppenthal's notes, and jury instructions--for the 23rd Judicial District that included Ellis, Gove, Logan, Russell, Trego, and Wallace Counties are also included; a significant number of cases involve the Scott City Northern Railroad. There are historical records, essays, and notes about the counties that comprise the 23rd District. These include lists and biographical sketches of residents, members of the American Legion, World War I veterans, and other groups. This collection contains a great deal of local history and genealogical information for the counties comprising the 23rd District. It includes an index to Russell County newspapers, ca. 1875-1938. Also included is a bibliography of statute law in Kansas; an address on historical research in western Kansas; correspondence concerning a public library commission in Kansas; commentary on a Kansas historical quarterly article on land law; lists of qualified justices of the peace in each county of the 23rd Judicial District, 1928-1929; a memorandum for court rules; account & insurance ledgers; correspondence, scrapbooks, calendars, school notebooks, genealogical material & printed items of J. C., Anna, & Mary Lois Ruppenthal (later James); and material on the People's Party (Populist Party). Other correspondence and conference binders document his involvement with the Kansas Authors Club, School for Catholic Leadership, Bar Association of Northwest Kansas, Kansas State Historical Society, Old Settlers Association, committee investigating expenditures of the executive branch, Kansas School Code Commission & Kansas State Teachers Association Research Committee, and Kansas Judicial Council. Also included is correspondence between Ruppenthal and the Kansas secretary of State regarding his candidacy for the judicial district, ca. 1922. Correspondents include John W. Breidenthal and Taylor Riddle.

Biography

Biog. Sketch (Full):

Jacob Christian Ruppenthal was born on 16 January 1869 in Philadelphia, Pennsylvania, the son of Jacob C. (1829-1898) and Anna Barbara Immendorf (1840-1898) Ruppenthal. He had a brother, John Phillip (1878-1955). Jacob received his general education in both Pennsylvania and in Lincoln County, Kansas, where his family relocated in 1877. Four years later the family moved to Russell, Kansas. He attended the Salina, Kansas, normal school and was an early teacher in Russell County, Kansas. He then attended the University of Kansas law school in Lawrence, graduating in 1895. He was admitted to the Bar the same year.

Ruppenthal practiced law in Lucas, Kansas, his first year, then he moved his practice to Russell. He was twice elected as county attorney, in 1896 and 1902. Between 1907 and 1918, he served as judge for the Twenty-third Judicial District of Kansas.

In 1918, he joined the United States Army as a judge advocate with the rank of major, primarily reviewing court martial cases. Additionally, Ruppenthal worked in the law publication division of the Judge Advocate General's Office. He was honorably discharged in 1919 and resumed his judgeship until 1931; he also joined the faculty at the University of Kansas law school. After 1931 he continued to practice law in Russell.

He married Sarah B. Spalding (1872-1914) 1 January 1895. They had a a son, Lloyd Henry (1901-1987), and a daughter, Mary Lois (James) (1903-2001). After Sarah's death, Jacob married Margaret Eastland (1889-1967) on 22 December 1922 at Ellsworth, Kansas. They had a son, Phillip L. (1923-1984).

Throughout his career, J. C. Ruppenthal contributed numerous articles to the Kansas Lawyer, Journal of Criminal Law and Criminology, Law Library Journal, Medical World, and others. He was a member of the committee of Kansas State Bar Association that prepared the revised code of Kansas, adopted in 1909. He also served as chairman of the meetings of the district judges of Kansas for the first ten years of their association.

Judge Ruppenthal was an avid historian and genealogist, collecting a wealth of information on events and people in Russell County and the surrounding area. He was a Methodist.

Ruppenthal died on 27 March 1964 at his home in Russell, Kansas, at the age of 95. He was buried in the Russell City Cemetery.
