Voting in Kansas Territory, 1854-1861

Could proslavery people vote legally in Kansas?
It depends.

Those who lived in Kansas--that is, they were residents of the territory--could vote legally. But many more who didn't live here voted in elections. Missourians in particular crossed the border in great numbers to vote illegally.
