In a continuing effort to improve the completeness and accuracy of finding aids, revisions are made as more or new information becomes available. Descriptions are often based on a preliminary inspection of the material. As such, they may contain misspellings or other inaccuracies based on folder headings and other sources within the materials. As the collections are arranged and as time permits, these finding aids are improved and corrected. If you spot an error, please feel free to report it to the reference staff or an archivist.

At the present time, this is an inventory of the records of the Kansas Historical Society’s Kansas State Fair, Board of Managers in the State archives.

2 HISTORY
This section contains a chronicle of the organization that created the records. The Board of Managers is composed of two members from each congressional district and also includes the secretary of the Kansas State Board of Agriculture.

In 1950 the State Board of Agriculture managed the Official State Fair for Kansas. Since its inception in 1875, it has always been held in Hutchinson, or elsewhere in Reno County. The first fair (September 29, and 30, 1875) encompassed; a Fine Arts Hall, Livestock Pavilion, Pens, Stalls and a Race Track. The first rules included: no intoxicating liquor, no lottery or gambling devices, and that no immoral or indecent exhibitions would be permitted on the grounds.

The first premium list had 450 classes with a $ 50.00 prize for the Sweepstake Race for pacers, trotters, and racing horses. However, this prize and cash awards for livestock, wheat, flour, vegetables, and fine arts was only partly paid. Charging $ 0.25 for admission meant that the receipts were well below costs. This did not deter the local citizenry. Entries included; currants, watermelons, cabbages, potatoes, yams, turnips, beets, onions, butter beans, corn, honey and sorghum syrup. Women entered shoes, hair work, oil paintings, silk embroidery, and flowers. There was even a piano solo contest.

In 1876 the grasshopper plague led farmers to work later into the fall and therefore the entry list fell sharply. Also the farmers felt that horse racing and its accompanying gambling were taking center stage. Yet, that year a profit of $ 176.00 was made. As such a new agricultural hall and secretary’s office were built.

By 1880, for the first time, all premia were paid and a small profit of $ 15.43 was realized. The remainder of the decade saw steady improvements; 1881 – first cotton exhibit, 1883 – attendance bested 1,000 people, 1884 – new record of 3,000 visitors, 1885 – attendance estimated at 10,000, and in 1889 – 15,000 individuals attended the fair.

Two years later (1891) the Central Kansas Fair Association, the forefather of the Kansas State Fair, became organized and from that time rapid development ensued. The park association granted fifty acres of ground. The park group erected horse and cattle barns, an agricultural building and a wood grandstand racetrack. These improvements were in exchange for ten percent of the revenues and a share of concession monies.

In 1892, Hutchinson got thoroughly involved. Its central location was definitely a plus. The battle for a permanent location, and official designation, for the fair started in earnest in 1909. Topeka, and Wichita also wanted to host the fair. One representative is alleged to have physically placed the bill, to designate the permanent city for the fair, in his pocket, and kept it there until he thought the time looked right. Once it was put to the vote it passed committee by a margin of nine to seven. The Senate passed the bill quickly and Governor Hodges signed it in 1913 making Hutchinson the home of the Official Kansas State Fair.

Now expansion could take place and certainly did. In quick succession the fair grounds received: an Agricultural Building, Livestock Pavilion, playgrounds, 4-H Building, grandstand, and various headquarters. As premium lists grew so did the attendance and exhibitions. Lastly, auto races and night shows became a part of the Fair.

In 1950, many of the facilities were used throughout the year and purebred livestock were sold through the facilities. The Kansas State Fair became and indeed still is an important educational institution for the State.

3 SCOPE AND CONTENTS
This section contains a description and analysis of the contents of the collection.

The records of the Kansas State Fair Board of Managers are indeed varied and encompass most aspects of the annual State Fair. There are both behind the scenes information as well as the more obvious information one would expect to find. That is to say that contests, entrants, results, and prizes awarded are found in this collection. The behind the scenes information deals with exhibitor contracts and space allocations for their displays. Some records are hard to read, due either to mold damage or poor storage conditions.

The board of managers would usually stay constant on a two to five year basis. Subject files and their accompanying correspondence form the bulk of this collection. Correspondence would more often than not be between a board member and someone wanting information or redress regarding their particular association with the fair or its activities. Normally the correspondence was not between the various board members.

Financial records may be found which deal with both monthly and annual accrual methods. The detail always varies as some years and or months are often covered more thoroughly than other records in this collection.

Contracts and exhibitor spaces and rental agreements show just how much work goes into the annual fall event. Most often at least a year in advance is needed to properly arrange, review and finalize agreements for whomever requests space(s) at the Kansas State Fair. Many promotional brochures are included which detail the performer(s) and their act(s).

The various awards and their accompanying statistics by far give the most complete synopsis of this collection. The decade of the great depression has the most complete statistics for the researcher who wishes to compile statistics based on such information.

A history of the Kansas State Fair up to 1950 is also included in this collection as is the neighboring eastern state of Missouri’s State Fair history. Two boxes have suffered mold damage and as such some information has been lost. Although gaps are evident this is a fairly complete collection on all aspects of the Hutchinson based fair, and its Board of Managers records.

9 DESCRIPTION OF SUBORDINATE COMPONENTS
Archival records are typically organized by series, a group of records that has a common element or function and a distinct organizational structure of its own, for example Correspondence Files, arranged chronologically, or Registers of Military Enlistments, arranged by regiment. Within series, records may be further organized by subseries, such as Letters Received within the series Correspondence Files; or arranged into volumes; folders; or items. Groups of series from the same office or other organizational element may form a subgroup, a portion of a larger record group or collection, such as the sub - group 1979 – 87 (John Carlin) as a part of State Archives record group 252, Records of the Office of the Governor. Subgroups may be further divided into sub - subgroups — such as Gov. Carlin’s Constituent
Services Records — sub - sub - subgroups, etc.

Entry numbers refer to the agency’s records retention/disposition schedule.
