The records of Kansas Governor John Anderson, Jr. consist of correspondence,
appointments, state agency and subject files during his term as governor
from 1961 to 1965.
Scope and Content Note
The arrangement and description of the correspondence of the Governor's
office is structured according to the arrangement, duties, functions
and responsibilities of the Governor and the Executive branch of Kansas
state government.
The record group of governors' papers is divided according to administration.
Each administration is a Correspondence Series, and is divided into
an Alphabetical Subseries, an Appointments Subseries, a State Agencies
Subseries, and a Subject Subseries.
The Alphabetical Subseries contains routine correspondence from either
the common, concerned citizen about routine subject matter; or from
important correspondents, arranged by name.
The Appointments Subseries contains letters of endorsement from private
individuals recommending others for government appointments, as well
as the governor's letters of appointments to fill a wide variety of
state offices. In this record group, the governor's appointment file
is arranged chronologically.
The State Agencies Subseries contains routine correspondence to and
from nearly all of the bureaus of the state government. This is the
appropriate subseries for research of state agency activities and history.
Variations in arrangement of these files typically takes place from
one administration to another--as the structure of the state government
changes.
The Subject Subseries contains a wide array of files on any and every
important subject matter at the time. Researchers investigating important
issues of any given era in Kansas' history (or national history) should
examine the Subject Suberies of the Governors' Correspondence.
In nearly all record groups of Governor's correspondence, there are
oversize items. Oversize items are inventoried in the back of each register,
giving their original folder location and the oversize storage location
where they have been transferred. When examining the folders that held
oversize items, the researcher will find a transfer form identifying
the item and giving information on its new location.
Legislation. The Legislature, being the largest entity in the law-making
process, occupied a large segment of this series. The bills passed into
laws, deal with a wide variety of subject matter – subject matter
which may also be inventoried in the Subject Subseries. The papers in
the Legislature files are located there because they are identified
by their bill number (e.g. Legislature 1963. House Bill 233). Papers
dealing with the same subject matter, but are identified by subject
title are located in the Subject Subseries (e.g. School District Unification).
Agency Sketch
The office of the Governor of the State of Kansas was established by
the State Constitution of 1859 (the Wyandotte Constitution).
According to constitutional mandate, some of the more important duties,
functions, responsibilities and bailiwicks of the Kansas Governor are
as follows:
The supreme executive power of the State shall be vested
in a Governor, who shall see that the laws are faithfully executed.
The Executive Department shall consist of a Governor,
Lieutenant Governor, Secretary of State, Auditor, Treasurer, Attorney
General, and Superintendent of Public Instruction, who shall be chosen
by the electors of the State at the time and place of voting for members
of the Legislature, and shall hold their offices for the term of two
years from the second Monday in January, next after their election,
and until their successors are elected and qualified.
He may require information in writing from the officers
of the Executive Department upon any subject relating to their respective
duties.
He may, on extraordinary occasions, convene the Legislature
by proclamation, and shall, at the commencement of every session, communicate
in writing such information as he may possess in reference to the condition
of the State, and recommend such measures as he may deem expedient.
All commissions shall be issued in the name of the State of Kansas;
signed by the Governor, counter-signed by the Secretary of State, and
sealed with the great seal.

Biographical Sketch
John Anderson, Jr., was born on May 8, 1917, near Olathe, Kansas,
to John and Ora Bookout Anderson. Anderson graduated from Olathe High
School in 1935. From there, he went on to Kansas State College of Agriculturea
and Applied Science, and later transferred to the University of Kansas.
In 1943 he graduated from the University of Kansas, and from the K.U.
law school the following year. Anderson did not qualify for military
service during the World War II years because of physical reasons. Instead,
he spent two years, from 1944 to 1946, on the staff of Federal Judge
Walter A. Huxman. Later, in 1946, Anderson opened his own law practice
in Olathe.
Soon after establishing his law practice, Anderson entered politics
by running for county attorney for Johnson County as a Republican. Anderson
won this election, as well as two following elections and served in
this capacity until 1953.
Beginning in 1952, Anderson sought to elevate his political career
by running for a seat in the Kansas Senate. Again he was successful,
holding this office until March 1, 1956. At that time, he was appointed
to fill the unexpired term as attorney general. Once in this elective
office, Anderson won the two following elections in 1956 and 1958.
By 1960, Anderson was ready for bigger ambitions, and entered the race
for the office of governor in the election of that year. He defeated
the Democratic incumbent, George Docking, 511,534 to 402,261 (the Prohibition
candidate received 8,727). In keeping with his tradition for winning
elections in pairs, Anderson also won the 1962 gubernatorial election.
Anderson and his family became the first governor of Kansas to occupy
Cedar Crest, which had just been renovated at a cost of one hundred
thousand dollars.
In 1964, Anderson chose not to seek re-election, but instead, went
back to his law practice in Olathe. He remained active in public service
after leaving the governor's office, serving as an attorney for the
Board of Healing Arts and the Kansas Turnpike Authority. In addition,
he served as the director of the Citizens' Conference on State Legislatures
from 1965 to 1972. He was nominated for federal judgeships on a number
of occasions, but was never appointed. Again, in 1972 he tried for the
Republican Party nomination for governor, but was defeated by Morris
Kay.
In his personal life, Anderson married Arlene A. Auchard and had three
children; John Anderson III, Kerry Diane, and King David.
Administrative Sketch
By the time John Anderson was inaugurated into the governor's office
the state of Kansas had acquired Cedar Crest, a new residence for its
chief executive and had remodeled the structure at a cost of $100,000.
Anderson was the first of Kansas' governors to occupy Cedar Crest, which
has been the official governor's residence ever since.
Over all, Anderson's agenda prioritized the streamlining of state government
in Kansas. Anderson's bureaucratic modernization effort combined some
state agencies and re-organized several state boards and commissions.
His agenda also included the establishment of a combined psychiatric
and medical hospital on the grounds of the Kansas Reception and Diagnostic
Center. Anderson pursued mandatory sentencing for convicted drunk drivers,
however, the legislature would not accept his plan for dealing with
drunk drivers. In addition, Anderson proposed a bill which would have
required automobile drivers above the age of forty to have annual eye
examinations. A few Kansans wrote to Anderson on this issue: all denouncing
it. Kansas already had a social program for children of low income families.
Anderson established a new fund for this service separate from the general
fund so that its account could receive federal matching funds. He also
sought and achieved alterations to the pardon and parole system.
Anderson's biggest, longest lasting and most controversial reforms
were in the area of education. It was during his term that the state
of Kansas established unified school districts. Prior to that time,
each rural school was its own school district. School district unification
enabled the new, larger districts to utilize their funds more effectively.
Another major issue of the time concerned the amount of money the state
was appropriating for education. Citizens all across Kansas wrote the
governor urging an increase in per pupil spending. Folders containing
these letters constitute the largest subseries in this series. As it
happened, Anderson was able to convince the legislature to increase
the per-pupil spending allocations. Other educational efforts included
the hiring of a state school library consultant, and implementation
of a comprehensive educational survey to determine the state's needs
in education. Finally, he brought the University of Wichita into the
state Board of Regents system.
The centennial of the admission of Kansas into the Union took place
during Anderson's term, and the governor kept files of concerning its
anniversary. The files containing these records and correspondence are
indicative of the business behind the orchestration of a large scale
celebration. In other historical matters, President Eisenhower left
the White House in January of 1961, and began plans for the establishment
of the Eisenhower Center is Abeline at that time.
Some of the events taking place outside of the state of Kansas (and
even internationally) had an influence on the state, its government
and citizens. In out-of-state matters, the early 1960s was a time of
economic growth and development, and Kansans enjoyed the increasing
standard of living that other Americans were realizing.
Anderson's tenure in office was in the early 1960s and one of the signs
of the times was the perceived threat of the Soviet Union and the Cold
War in international politics. Ordinary Kansans felt this threat and
called upon the governor to do everything in his power to halt the spread
of Soviet communism. The communist party had, in fact, been outlawed
in other states (Arizona and Arkansas, for example). Of all of the issues
of the time, the threat of Soviet expansion and spread of communism
probably caused more anxiety and fear than any other. The letters from
individual Kansans and organizations such as the Veterans and Citizens
Committee Against Communism and the National Indignation Convention
reveal a level of anxiety bordering on paranoia. Files on communism
exist in this record group, as well as files for the related topics
of bomb shelters and fallout shelters (listed separately).
Though the plight of minorities was only just beginning to be recognized
(nationally, the Civil Rights Act became law in 1964), files on race
relations and increased minority staffing in the Republican Party indicate
that the white establishment was responding to these issues. Many people
of a variety of backgrounds wrote to the governor to increase funding
for the Kansas Commission on Civil Rights, and the written evidence
reveals that Anderson himself was committed to improving race relations.
Anderson also kept files for the Kansas Association for Colored Women,
the Negro Progress Exposition, and NAACP.
In 1962 the Supreme Court of the United States handed down a decision
concerning prayer in public schools. This decision generated alarm among
the more conservative segments of American and Kansas society, and several
concerned Kansans wrote to the governor expressing their opinions on
this matter.
At the time of John F. Kennedy's assassination, foreign consuls and
representatives responded by sending their condolences to the governor.
Though the quantity is not great, it is relevant to the fact that the
governor of Kansas dealt with a wide variety of issues, and received
correspondence from all over the world.
