Chester Mize Papers

Introduction

Chester Mize served as a Kansas congressman from 1965 through 1970, and soon after completing his service in the House of Representatives, he donated this collection of his correspondence and other documents to the Kansas State Historical Society. Much of the collection consists of correspondence with constituents who sought the assistance of Congressman Mize in dealing with various government agencies. Many people also wrote to express their views regarding pending legislation on a wide range of local, state, and national problems. In addition to correspondence with constituents and various government officials, the collection contains printed versions of many bills, copies of newsletters and press releases, and other miscellaneous documents produced or received by the Congressman’s office. There is no material in the collection dealing with Mize’s personal or business affairs.

Use of this collection of the papers of Congressman Mize was restricted for ten years after the original donation to the Kansas State Historical Society. On January 7, 1981, the collection was opened.

Biography

Chester Louis Mize, Jr. was born December 25, 1917, in Atchison, Kansas, the son of Chester L. and Flora B. Mize. He attended the University of Kansas from 1935 to 1939, graduating with an A. B. degree in business administration. In 1940 he joined the U. S. Naval Reserve, and he served during World War II from 1941 to 1945 on active duty in the South Pacific Theater. When released to inactive service he was a lieutenant commander.

During 1945-1951 Mize was treasurer of the Blish, Mize and Silliman Hardware Co. in Atchison. He then served during 1951-1958 as vice president of the Locomotive Finished Materials Co., also in Atchison. In 1958-64 he was vice president of Valley Co., Inc., a general investment firm which owned and operated a farm near Atchison and a cattle ranch in New Mexico.

Mize has served as a member of the Atchison School Board, as chairman of the board of trustees of Mount St. Scholastica College, and as a member of the Kansas Anti-Discrimination Commission. He has been an active supporter of the University of Kansas, serving as president of the Alumni Association, chairman of the Greater University Fund, a member of the School of Business Administration Advisory Board, and a member of the Athletic Board.

Running as a Republican in the Second Congressional District, Mize initially was elected to the House of Representatives in 1964. This seat had been vacated by William Avery, who was elected governor of Kansas in 1964. After serving three terms Mize was an unsuccessful candidate for reelection in 1970, being defeated by William R. Roy of Topeka. After his defeat, he was named chairman of the United States Tariff Commission in 1971. He retired to Naples, Florida, and later lived in La Jolla, California, until his death there on January 11, 1994.

He was married to Betty Muchnic Mize and had three children: David, Anne, and Janet. He was a member of the Episcopal Church, the Kansas Farm Bureau, the American Legion, the Veterans of Foreign Wars, the Kansas Chamber of Commerce, B.P.O.E., the Elks Club, and Phi Delta Theta social fraternity.

Scope and Content

Almost all of the material in the collection is dated from 1965 through 1970, the years during which Mize served in Congress. There are, however, some correspondence and other documents from earlier years which were turned over to Mize by his predecessor, Congressman William Avery. They deal with matters which still were pending when Mize replaced Avery in 1965.

Throughout his service in Congress, Mize was a member of the House Banking and Currency Committee. The three subcommittees on which he served were International Trade, International Finance, and Small Business. He also was a member of a Task Force on Aging, a Task Force on the United Nations, and a Task Force on Latin America for the Republican Conference. No doubt partly because of his committee assignment, but also because of his background in business and his efforts to serve constituents in the business world, there is a considerable amount of information in the Mize Papers about business and economic matters. The Second Congressional District is an important farming region and Mize himself had been involved in farm management, so he was particularly interested in government agricultural policies and the welfare of farmers.

During the years Mize was a congressman, a number of major flood control and conservation projects were being constructed or planned in his district. These projects often led to problems and controversies which stimulated considerable correspondence with constituents.

Two important Army posts—Fort Leavenworth and Fort Riley—and Forbes Air Force Base were located in Mize’s congressional district. His papers consequently contain a substantial amount of correspondence with military personnel. It may be that Mize’s previous military experience made him particularly concerned about the problems experienced by constituents in the armed forces. Moreover, the years when Mize served in Congress were a period when the attention of most Americans was focused on American involvement in the Vietnam War. Many constituents wrote to Mize to express their views about this controversial subject.

The Mize Papers contain considerable correspondence dealing with the other major concerns of Americans during the 1960’s. Many constituents, for example, wrote to Mize about civil rights legislation and “Great Society” anti-poverty programs. In his responses Mize tended to support the policies of the Johnson and Nixon administrations with regard to the war in Southeast Asia. He seemed to support some civil rights legislation, especially when it involved voting rights, but strongly opposed any violent protest activity. He generally opposed most Great Society programs, considering them wasteful, ill-conceived, and poorly managed, but he quite naturally became involved in efforts to implement them in Kansas.

There is a significant amount of material in the Mize Papers concerning Indian affairs in the 1960’s. Three small reservations were located in Mize’s district, and he corresponded with a number of Indian constituents. His concern about the welfare of Indians led Mize to make at least one well-publicized trip to these reservations for a first-hand look at the problems there.

Mize was particularly interested in higher education, and his papers contain substantial correspondence with college and university officials. Although the University of Kansas was his alma mater, Kansas State University was located in his district, and there consequently is more material concerning the latter institution in the Mize Papers. Officials of many smaller colleges in the Second Congressional District also wrote to Mize rather frequently.

The amount of correspondence directly related to political matters in this collection is quite limited. Mize occasionally exchanged letters with other congressmen and various state officials in Kansas regarding a wide range of governmental affairs, but most of these contained few references to practical political problems and strategy. There are some interesting reports from William Martin, who was Republican chairman for the Second Congressional District, about meetings of the Republican State Committee in 1965. There also are some form letters and other documents concerning party policies issued by Republican leaders in Congress.

The Mize Papers originally contained a great deal of published material issued by a wide variety of government agencies, corporations, and other private institutions. In accordance with customary archival procedures, many of these published items have been removed from the collection and transferred to the Society’s library. On the other hand, some printed material which might have considerable explanatory value to researchers has been retained in the collection. A few maps and photographs were transferred to the map and photograph collections in the Manuscript Division.

Series Description

The filing system used by Congressman Mize is somewhat complicated, but it has seemed wise to adhere to the original system as much as possible. There are three major series or files, and three minor ones. The largest is the “General File” which contains most of the correspondence and other documents not directly related to legislation. Included in this series are fifty-nine Hollinger-type manuscript boxes of material – over half of the entire collection. This file is organized under subject headings which often correspond to agencies within the executive branch of the federal government. Familiarity with the organization of the government therefore is very helpful in seeking material in this collection. For example, someone interested in Medicare should consider the location of this program within the federal bureaucracy and look under the Social Security Administration sub-heading, which is located under the Department of Health, Education, & Welfare heading. Some headings are topical, e.g. Perry Reservoir is located under a “Civil Works” heading. There also are miscellaneous folders for most letters of the alphabet.

Congressman Mize started a new set of files for each biennial Congress. In other words, one might find Medicare folders in three different places in the General File because Mize served in three Congresses. It also should be remembered that the filing system gradually evolved over a period of six years, and the placement of various topics was not always consistent from one Congress to the next. Hopefully, the comprehensive list of the contents of each box at the end of this finding aid will be helpful to researchers seeking to cope with the complexities of this filing system.

Within each box the folders generally are arranged alphabetically, but a “general” or “miscellaneous” folder often has been placed at the beginning of each new subject heading.

The “Legislative File,” consisting of twenty-three boxes, contains considerable constituent correspondence regarding legislative matters. In some cases rather inconsistent decisions were made about whether particular documents should be placed in the General File or the Legislative File, so both should be checked regarding any particular topic. One would find, for example, several folders of correspondence related to Medicare filed under Ways and Means Committee. The organization of the Legislative File is based largely on the use of Congressional committees as subject headings. Unfortunately, virtually all of the material for the 90th Congress (1967-68) is missing from the Legislative File.

The file of “Mize Bills” contains eight boxes of correspondence directly related to legislation which Mize introduced, often in cooperation with other congressmen. A copy of the printed version of each bill also is included.

Three boxes of newsletters, press releases, material published in the Congressional Record, and other items constitute the “Public Statements File.” The “Military Academies File” consists of two boxes of correspondence and various records regarding congressional appointments of cadets to the military academies. Material for the 91st Congress (1969-70) is missing from this series. The same is true for the final series of “Daily Activities Logs.” Those for the 91st Congress were not received by the Society.
