Also speaks of general distrust of the U. S. government, which, he feels could be healed if some of the chiefs, along with Elliott were allowed to travel and confer with officials in Washington.

Contents: Informs Richardson as to the laws covering trading with Indians. Emphasizes that the Government is opposed to permits to sell at the annuity payment. Stresses it would also be opposed to issuing permits for 12 months, which is merely a way to circumvent the law. Therefore no license will be issued to the Messrs. Dicksons.

States he was able to convince the Indians that drinking liquor was not a good thing to do. Advocates the presence of an officer of the government to keep the peace in this area.
