Contents: States that "White Plume", a Kansas chief has reported that a war party of his people are on their way against the Pawnees, & have been joined by a small band of Otoes. The band has stolen horses & mules. White Plume was unable to get his people to return the property. Asks Clark's advice in dealing with the thieves. Also reports some isolated difficulties between Indians & whites, causing deaths in some cases.
