Summary: Secretary of Agriculture Sam Brownback expressed his opposition to litigation challenging the constitutionality of the Kansas Board of Agriculture. In the court case, the plaintiffs claimed that the governance structure of the Board of Agriculture violated constitutional guarantees of "one person, one vote." Secretary Brownback expressed his view that the existing structure by which the Secretary of Agriculture was appointed by the Board of Agriculture had served Kansas well and did not need drastic changes. In 1995, the Kansas Legislature abolished the Board of Agriculture and replaced it with a cabinet level Department of Agriculture, with the governor appointing the secretary of agriculture.
