The report documents the activities of the secretary of state. It provides information on temporary capitol buildings, including discussion of a March 2, 1863 "Act to authorize the state of Kansas to procure temporary capitol buildings." Other topics discussed include public printing, elections, territorial debt, public lands, and records of lands and locations granted to the state (particularly for the construction of the University of Kansas).
