Dennis McKinney was born in Greensburg. He earned bachelor's and master's degrees from Wichita State University.

McKinney is a farmer and stockman in Kiowa and Comanche counties. He was Kiowa County commissioner from 1989 to 1992. He was elected to the Kansas House of Representatives in 1992, serving the 116th district. He became minority leader in 2002, and continued until 2008. In 2008 he was appointed to serve as Kansas State Treasurer, where he continued until 2011.

He and his wife, Jean, live in Greensburg. They have two daughters.

McKinney was first elected to the Kansas Historical Foundation Board of Directors in 2015.
